    JAY S. MARKS is our Immigration Law partner. Jay is admitted to practice law before the state courts of Maryland and Illinois, the United States District Court for the District of Maryland, and the United States Court of Appeals for the Fourth Circuit. He graduated from the American University (Washington College of Law, J.D., 1991; B.A., 1985) and the University of Chicago (M.A., 1988). Jay is a member of the Association of Trial Lawyers of America; Maryland Trial Lawyers Association; American Immigration Lawyers Association (AILA's sole representative to the immigration court in Maryland); Maryland State Bar Association; Marcelino Pan y Vino (past Legal Counsel and Vice President); and the Free Speech Coalition. Jay previously worked at Greenberg & Bederman (Trial Attorney), State Farm Insurance Company (Trial Attorney), the United States Court of Claims (Judicial Law Clerk) and the United States Department of Justice (Law Clerk). He speaks fluent Spanish and Portuguese

 

    Jay was born in Bridgeport, Connecticut on July 14, 1963. He lived in nearby Monroe before moving to the nearby town of Fairfield. He attended a strong public school system through completion of high school. Jay first met his law partner Jon Katz at a six-year-old birthday party in 1969, when the turmoil and war of the time seemed lifetimes away. By junior high school, Jay and Jon had numerous classes together. Jay quickly took to Republican activities, while Jon quickly became disenchanted by the political system, and got involved with such civil rights activities as Amnesty International and the American Civil Liberties Union. After graduating law school, Jay and Jon discovered that -- despite their very different political paths -- they shared much in common about their vision of serving justice through the practice of law.

partner Jay Marks about the commencement of the sniper trial against John Allen Muhammad in Virginia Beach, Virginia. Univision, which is the Washington area's primary Spanish language television station, repeatedly turns to Jay for legal commentary on topics running from immigration law to criminal law to foreign affairs and individual rights. Jay is fully fluent in Spanish, and has been providing broadcast legal commentary for many years.

 - Univision, which is the Washington area's primary Spanish language television station, repeatedly turns to partner Jay Marks for legal commentary on topics running from immigration law to criminal law to foreign affairs  Univision's numerous interviews of Jay Marks -- who is fully fluent in Spanish -- include the sniper caseimmigration law changes since September 11, 2001; consumer protection; and the presidential impeachment proceedings. On June 7, 2002, Univision interviewed Jay on the impact on immigrants and civil liberties of the federal government's scheme to fingerprint immigrants. On May 21, 2002, Jay was interviewed about police arrest procedures, improper use of force, and community relations.

TELEMUNDO Television (Channel 64, Arlington, Virginia) (2001). Partner Jay Marks appeared numerous times as legal commentator for the "Nuestros Derechos" ("Our Rights") segment on the Facetas television program.

 

Maryland State Bar Association's Maryland Bar Journal (2001): Article on Jay Marks's selfless pro bono immigration work for an immigrant who struggled for years in his native country, and who applied with Jay's assistance for Temporary Protected Status.
